Dugaan Pelecehan Tahanan Wanita Dibantah Propam Polda Sumut
Polda Sumatera Utara (Sumut) membantah adanya tindakan pelecehan atau pencabulan yang dilakukan AKP SS selaku Kasat Tahti Polres Asahan dan IPDA S selaku Kanit Satres Narkoba Polres Asahan terhadap tahanan wanita kasus narkoba.
Kepala Bidang Propam Polda Sumut Kombes Pol Julihan Muntaha mengatakan dari hasil pemeriksaan internal yang dilakukan pihaknya tidak ditemukan perbuatan pelecehan maupun pencabulan oleh dua perwira Polres Asahan itu.
“Pemeriksaan dilakukan secara internal termasuk pemeriksaan terhadap handphone dan rekaman CCTV,” kata Julihan, Sabtu (17/5/2025).
Ia menambahkan meski tidak ditemukan unsur pidana asusila, Propam masih terus melakukan pendalaman untuk menelusuri kemungkinan pelanggaran lainnya.
“Saat ini kami sedang mendalami lebih lanjut, termasuk dugaan pelanggaran prosedur seperti peminjaman handphone kepada tahanan. Jika ditemukan pelanggaran, tentu akan kami proses sesuai aturan yang berlaku, termasuk sanksi etik,” ujarnya.
Julihan menjelaskan pelapor dalam kasus ini berinisial L, istri seorang DPO berinisial C, mantan personel TNI Angkatan Laut yang telah diberhentikan tidak dengan hormat.
“Yang bersangkutan merupakan istri dari DPO kami, inisial C, yang merupakan pecatan dari TNI. Jadi konteks laporan ini perlu didalami secara menyeluruh,” tegasnya.

Dua perwira Polres Asahan dilaporkan ke Propam Polda Sumut karena diduga melecehkan tahanan kasus narkoba berinisial L (21).
“Kami membuat laporan pengaduan atas terjadinya dugaan perbuatan asusila dan atau pelecehan yang dialami oleh klien kami yang terjadi pada saat klien kami masih ditahan pada RTP Polres Asahan,” kata Alamsyah, kuasa hukum L pada Kamis (15/5/2025).
Alamsyah mengatakan kejadian bermula saat L ditangkap Satres Narkoba Polres Asahan pada 18 Februari 2025 dalam kasus narkotika sebagaimana Surat Perintah Penangkapan Nomor: SP-Kap/98/11/2025/Narkoba.
“Satres Narkoba Asahan melakukan penahanan terhadap klien kami di Rumah Tahanan Polisi (RTP) Polres Asahan. Namun klien kami yang berstatus sebagai tersangka mendapatkan perlakuan yang tidak bermoral yang diduga dilakukan oleh AKP SS dan IPDA S,” ujarnya.
Menurut dia AKP SS memberikan izin kepada L untuk menggunakan handphone selama ditahan. Namun AKP SS secara langsung mendatangi L agar bisa dibawa ke ruangannya untuk melayani nafsunya namun L menolaknya.
“AKP SS mengizinkan klien kami untuk memegang handphone dengan alasan untuk membantunya agar bisa berkomunikasi. Ternyata ada maksud lain, AKP SS mengajak L ke ruangannya, dan klien kami menolak,” ucapnya.
Tak sampai di situ, AKP SS juga melakukan chat whatsApp dengan bahasa-bahasa yang tidak sopan dan tidak pantas dilakukan oleh seorang perwira Polri. Dia kembali merayu L untuk melakukan hubungan tak senonoh.
“Setelah klien kami menolak, AKP SS malah mengirim pesan WhatsApp yang tidak sopan. Kami memiliki bukti percakapan yang dikirimkan AKP SS kepada klien kami,” ungkapnya.
