Soal HGU Perkebunan Habis Masa, DPRD Asahan Masih Minim Data
Komisi A DPRD Asahan yang membidangi perkebunan mengaku tidak memiliki data pasti data dan kondisi area perkebunan yang habis masa pakai hak guna usaha (HGU) di Kabupaten Asahan.
Hal itu disampaikan saat aliansi kelompok tani Desa Sei Kopas Kecamatan Bandar Pasir Mandoge Kabupaten Asahan diterima dalam audiensi di komisi A dan melakukan aksi unjuk rasa terkait status lahan yang diklaim sama-sama dikuasai masyarakat dan perkebunan PT Bakrie Sumatera Plantation.
“Kami belum tau pasti soal HGU yang disana sudah berakhir apa belum. Karena belum pernah didengar RDP dengan pihak mereka,” kata Nazaruddin saat menerima masyarakat di ruang komisi A, Selasa (29/4/2025).
Nazarudin yang didampingi Azmi Hardiansyah Fitra selaku wakil ketua Komisi beralasan ketidaktahuan tersebut dikarenakan dirinya baru mempelajari dan menjabat sebagai wakil rakyat selama delapan bulan.
“Terus terang saya baru delapan bulan. Saya berjanji selepas ini coba saya hadirkan pihak terkait untuk menjawab persoalan dan keluhan dari masyarakat ini,” katanya.
Mendengar hal itu, koordinator aksi masyarakat petani Desa Sei Kopas Kecamatan Bandar Pasir Mandoge, Ali Usman Sitorus mengaku kecewa sebab DPRD tak punya data untuk menjawab persoalan masyarakatnya.

Dikatakannya, klaim kawasan HGU PT BSP di Desa Sei Kopas Kecamatan Bandar Pasir Mandoge Kabupaten Asahan disinyalir masih berada di dalam kawasan hutan.
Hal itu berdasarkan surat Kementerian Lingkungan Hidup dan Kehutanan (LHK) Dirjen Planologi Kehutanan dan Tata Lingkungan Direktorat Pengukuhan dan Penatagunaan Kawasan Hutan yang pengelolaannya diterima oleh Kelompok Tani di Desa Sei Kopas.
Adapun, surat dari Kemen LHK tersebut bernomor: S.231/KUH/PKH/PLA.2/12/2024, dikeluarkan tanggal 31 Desember 2024. Dikeluarkannya surat ini menindaklanjuti surat dari kelompok tani ke Kementerian LHK mempertanyakan lahan di 9 titik koordinat diduga di wilayah HGU PT BSP di Desa Sei Kopas.
“Kami juga heran mengapa DPRD tak punya data mana kawasan hutan, mana kawasan HGU dan mana yang HGU-nya sudah berakhir. Makanya kami dorong ini agar DPR panggil pihak BSP supaya jelas statusnya. Jangan masyarakat sudah capek-capek menanam disitu lalu dihancurkan. Kami siap untuk angkat kaki bahkan dipidana kalau dibilang menyerobot,” ujarnya.
Hasil dari pertemuan tersebut, Komisi A DPRD Asahan kemudian berjanji dalam waktu dekat akan melakukan upaya rapat dengar pendapat dan memanggil pihak terkait untuk menjawab persoalan masyarakat di Desa Sei Kopas yang disebut menyerobot lahan perkebunan HGU.
