Pemkab Taput Restrukturisasi Utang PEN Rp22 Miliar, Gandeng PT SMI

Bupati Tapanuli Utara, Dr. Jonius Taripar Parsaoran Hutabarat, S.Si, M.Si, didampingi Kepala Badan Keuangan dan Aset Daerah (BKAD) Kabupaten Tapanuli Utara, Kijo Sinaga, melaksanakan pertemuan tatap muka dengan Direktur PT Sarana Multi Infrastruktur (Persero), Faaris Pranawa, beserta jajaran.

Pertemuan itu berlangsung di Kantor Pusat PT SMI di Jakarta pada Rabu (16/7/2025), membahas restrukturisasi kewajiban pinjaman daerah dalam mendukung Program Pemulihan Ekonomi Nasional (PEN).

Dalam pertemuan tersebut, Bupati menjelaskan kondisi keuangan daerah yang saat ini sedang mengalami tekanan, sehingga menghambat laju pembangunan.

Ia berharap melalui restrukturisasi pinjaman, Pemerintah Kabupaten Tapanuli Utara dapat memperoleh ruang fiskal yang lebih longgar untuk mendukung kesinambungan pembangunan dan pelayanan publik.

“Kami berharap restrukturisasi ini akan memperbaiki kemampuan fiskal daerah, sehingga pembangunan berkelanjutan dan pelayanan kepada masyarakat bisa terus berjalan optimal. Saat ini, praktis tidak ada pembangunan baru yang bisa dilakukan. Maka, sinergi dengan PT SMI sebagai mitra strategis sangat penting dalam mendukung pemulihan dan penguatan ekonomi di Tapanuli Utara,” ujar Bupati.

Pihak PT SMI menyambut baik permohonan Pemkab Tapanuli Utara dan menyatakan komitmennya untuk membantu pemerintah daerah dalam menjaga kestabilan fiskal.

Pertemuan tersebut ditutup dengan penandatanganan Persetujuan Perubahan Jadwal Pembayaran Kewajiban Pinjaman PEN Kabupaten Tapanuli Utara antara Bupati Taput dan Direktur PT SMI.

Pinjaman yang direstrukturisasi adalah Pinjaman PEN Tahun 2020, dengan total nilai Rp22.167.098.355. Skema restrukturisasi yang disepakati berupa penundaan pemotongan Dana Alokasi Umum (DAU) yang akan dimulai pada September 2025 hingga Januari 2026. Selanjutnya, pembayaran akan dilakukan secara prorata hingga Oktober 2028.

Langkah ini diharapkan mampu memberikan kelonggaran fiskal bagi Pemerintah Kabupaten Tapanuli Utara dalam membiayai pembangunan dan meningkatkan pelayanan kepada masyarakat di tengah upaya pemulihan ekonomi pascapandemi.
