Disdukcapil Simalungun Percepat Penerbitan KIA Lewat Program Jemput Bola
Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kabupaten Simalungun terus berupaya mempercepat penerbitan Kartu Identitas Anak (KIA) melalui strategi jemput bola.

Kepala Disdukcapil Simalungun, Tiarlie Sinaga, mengatakan anak usia 0–5 tahun otomatis akan memperoleh KIA saat orang tuanya mengurus akta kelahiran.
“Kalau usia di bawah 5 tahun bisa langsung kita terbitkan bersamaan dengan akta lahir. Namun untuk anak di atas 5 tahun, harus mencantumkan foto,” jelasnya.
Hingga saat ini, jumlah anak yang sudah memiliki KIA di Simalungun baru mencapai 44.482 jiwa, jauh dari total populasi anak sebanyak 243.697 jiwa.
Analisis menunjukkan capaian KIA antar-kecamatan masih timpang. Tiga wilayah dengan angka tertinggi adalah Bandar Huluan (24,95%), Raya (24,35%), dan Panei (23,92%). Sedangkan capaian terendah berada di Purba (9,26%), Hutabayu Raja (10,14%), dan Girsang Sipangan Bolon (12,63%).
Menurut Tiarlie, capaian tinggi di beberapa kecamatan akan dijadikan referensi untuk mendorong percepatan di wilayah lain.

Untuk mengurangi kesenjangan, Disdukcapil melaksanakan layanan jemput bola ke nagori dan kecamatan, terutama daerah dengan capaian rendah.
“Kami prioritaskan pelayanan keliling agar warga tidak perlu jauh-jauh datang ke kantor Disdukcapil,” tambah Tiarlie.
Selain itu, penerbitan KIA juga dipadukan dengan kegiatan sekolah, posyandu, dan layanan kesehatan anak. Sosialisasi pun digencarkan melalui media sosial, radio lokal, dan kegiatan masyarakat.

Dengan berbagai upaya ini, Pemerintah Kabupaten Simalungun menargetkan kepemilikan KIA bisa naik minimal 30 persen pada tahun 2025. Monitoring rutin dan pemberian penghargaan bagi kecamatan berprestasi juga disiapkan untuk mendorong percepatan.
